We have an opening for a Human Resources Generalist.

This individual performs high level professional duties in the Human Resources Department in support of various departments and divisions through implementation of Human Resources programs and investigating and resolving performance issues.

*Distinguishing Features of the Class*

An employee in this class implements and provides a variety of human resources programs and services in the areas of talent acquisition, staffing, FMLA administration, employment processing, compensation, retirements, training and development, employee relations, and personnel transactions and special projects as assigned. This employee is also responsible for researching employee and departmental issues, collecting, and analyzing relevant data, recommending appropriate course(s) of action, and coaching and counseling managers and employees. Work is performed under the supervision of the Assistant Director of Human Resources and is evaluated through periodic conferences, observation of results, and review of records, reports, and files. Some independent judgment is required as to when and how established procedures or guidelines are to be applied. This position is considered nonexempt in compliance with the Fair Labor Standards Act (FLSA).

*Essential Task and Responsibilities*

- Completes assigned special projects by clarifying project objectives, setting timetables and schedules, conducting research, developing, and organizing information, and preparing reports for management

- Assists the Human Resources Director and Assistant Director in ensuring the city is in compliance with all federal and state employment laws

- Leads investigations and activities related to internal complaints and incidents, prepares written reports with solutions to resolve employee relations issues

- Conducts wage surveys of the labor market to determine competitive wage rates and responds to requests for wage information from other governmental entities

- Conducts thorough background and reference checks on employment candidates

- Plans and conducts new employee orientation

- Conducts employee exit interviews

- Assists the Human Resources Director in building a service-driven culture through identification of organization deficiencies and identifying training remedies to address performance gaps

- Coordinates and conducts staff development and employee training as needed

- Provide reliable advice and service to employees and management on employee relations and performance issues

*Knowledge, Skills, and Abilities*

- Considerable knowledge of the theory, principles, and practices of personnel administration

- Considerable knowledge of the laws, rules, and regulations that apply to personnel policies and practices in the public sector

- Considerable knowledge of trends and technology currently implemented in the profession

- Ability to appropriately plan, organize and prioritize assigned tasks

- Ability to write clearly and informatively, present numerical data effectively, and read and interpret written information

- Ability to speak clearly and persuasively in all situations, ability to listen and obtain clarification as needed and respond appropriately and accurately to questions

- Ability to respond timely and appropriately to request for information or assistance

- Ability to maintain confidentiality of personnel matters and discussions

- Ability to understand the business implications of decisions

- Ability to exercise sound judgment in evaluating information and formulating recommendations and to explain reasoning for decisions

- Ability to establish and maintain effective working relationships with department heads, supervisors, employees, vendors and the general public

*Education and Experience*

Bachelor's degree in human resources management, business administration, public administration, or a related field. Considerable experience (3 + years) of human resources generalist experience required.

*Preferred Qualifications*

Master's degree in human resources management, business administration, or public administration preferred; Proficient in MUNIS, NEOGOV, MS Office products and extensive employee relations, FMLA, retirement, and recruitment experience desired. SPHR, IPMA-SCP or SHRM-SCP certification preferred.

Job Type: Full-time

Pay: $45,000.00 - $52,000.00 per year
